Great idea, let's do it. There certainly seems to be interest, I think it will just take some initial momentum to get the idea off the ground. The Celtic/Irish theme has a lot of potential, and seems very on-brand for Spiritus, so that has my vote.

What doot said, it should click really well with the overall vibe of Spiritus

Do you want the roleplay to err more on being fantasy with some nice Celtic/Irish 'imagery'? I think this sounds pretty dope! I'm not much of an RPer myself (save for D&D) but I'd be willing to jump into the fray and give it a try.
While needing the classic OOC/IC threads, was there anything else you wanted to have? I like the idea of going without a map and building the world one mini-story at a time. I also don't know if you want multiple races or keep it within a certain group of classics?

I'm actually working on a setting for Spiritus character-based RP right now! My background is also primarily D&D, and the forum is a very different beast to tabletop, but I hope that my idea will serve as a jumping-off point. When the time comes, I plan to make a new thread for workshopping and adding to the setting, which will last long enough for people to make comments, criticisms, and characters. When I run D&D games, I always do this sort of "Session Zero". If other people make settings, they don't have to do this, but I think it's important that the starting point be collaborative. You're right that for each story, the creator will probably make an OOC signup thread and an IC thread for the actual rp. Based on my forum experience, I expect everyone to be able to dump their character info in one place for ease of reference and reuse. I also expect the mini-stories to be small-scale character-driven storytelling between just a few people, but we could consider organizing events in the world that deal with large-scale conflict. And if this doesn't sound like someone's bag, The Realm of Leaders could even be revived (or just, vived, for the first time?) to handle nation-based rp a la TSP's "Diplomacy". Though forum rp doesn't have "rules" like D&D, I think it's good to have guidelines that everyone will abide by, to be laid out before any rp begins. As Executive Chef, Feirmont , I think you've got the authority to establish or delegate the task of establishing these forum-wide rules.

What a blast from the past. That's definitely a good idea that can work congruently (albeit apart) with the more character/storytelling RP to give people options.
I think as far as the rules go, generally people will follow some kind of common sense (and also adhere to the forum's guidelines). You're right in saying it wouldn't hurt to lay out some general RP specific guidelines, however, like god-modding, double posting, how graphic a post can be, and role-playing someone else's character without speaking to that character's player beforehand. That kind of thing.
Something like a stickied guide might work or something too. We can definitely brainstorm something and put it together as a community, especially with feedback from those who have RPed on a forum. I'm game
