Honors of Spiritus Act
Title
1. This Act shall be cited as the Honors of Spiritus Act.
Definitions
2. Honors are awards, titles, or other marks of recognition bestowed by the government of Spiritus.
3. A honorary citizen of Spiritus is a person who has been granted honorary citizenship in accordance with this Act.
Repeal
4. The Honorary Citizenship Act is hereby repealed.
Honorary Citizenship
5. Honorary citizenship is conferred by resolution of the Legislature
5a. All citizens who received honorary citizenship prior to the enaction of this Act are still recognized as honorary citizens.
6. Honorary citizenship has the nature of an award and shall not confer the rights and responsibilities of a citizen.
7. Honorary citizenship may be revoked by resolution of the Legislature, removed as a criminal sanction, or forfeited. The forfeiture provisions of the Citizenship Act shall apply mutatis mutandis to honorary citizenship.
Exaltation of Spiritus
8. The Legislature reestablishes the Exaltation of Spiritus as the highest regional award. It shall be awarded only by the Chief Executive, to citizens for exceptional and outstanding contributions above and beyond regular participation, or for longstanding excellent service to the region and community of Spiritus.
9. The Legislature formally recognizes existing recipients under prior iterations of the government of Spiritus.
Potato Banner of Spiritus
10. The Legislature establishes the Potato Banner of Spiritus as a concomitant citizen award for exceptional and outstanding contributions above and beyond regular participation, or for longstanding excellent service to the region and community of Spiritus. It shall be awarded only by resolution of the Legislature.
11. The Commendation of Spiritus is discontinued. The existing recipients, Wuufu and Toms, are hereby awarded the Potato Banner of Spiritus in its stead.
Lesser honors
12. The Legislature reestablishes the lesser awards in common use under prior iterations of the government of Spiritus, namely the Service to Spiritus Medal, and the Green Heart Award.
13. The Service to Spiritus Medal shall be awarded only by the Chief Executive, in recognition of contributions to the region and especially the government of Spiritus. It may be awarded to non-citizens.
14. The Green Heart Award shall be awarded by either the Chief Executive or the Delegate, in recognition of contributions to the community of Spiritus. It may be awarded to non-citizens.
15. The Legislature formally recognizes existing recipients under prior iterations of the government of Spiritus.
Privileges
16. Recipients of either the Exaltation of Spiritus or the Potato Banner of Spiritus shall receive a Honored Citizen masking on Discord in lieu of the ordinary Citizen masking if they so request.
17. The government shall provide, or cause to be provided, graphic representations of the honors under this Act, which only the recipients are authorized to display.
18. Honors under this Act shall not confer rights or privileges beyond what this Act provides for.
Grand Order of the Potato
19. Recipients of the Exaltation of Spiritus Award, Service to Spiritus Award, or the Green Heart Award will also have immediate membership into the Grand Order of the Potato.
20. Members of the Grand Order of the Potato are bestowed the following title(s), dependent on the Award(s) obtained:
(1) For the Exaltation of Spiritus Award the title of "Spud" to be placed before their name,
(2) For the Service to Spiritus Award the title of "SPS", or "Spiritus Potato Service", to be placed after their name,
(3) For the Green Heart Award the title of "SPH", or "Spiritus Potato Heart", to be placed after their name.
21. A recipient may at any time renounce membership in this Order by clearly stating so in public.
Revocation; renunciation
22. A recipient may at any time renounce any award under this Act by clearly stating so in public.
23. Awards may be revoked by the official or institution authorized to award them. This is a most extraordinary act, and shall be reserved for the most serious cases where a recipient gravely dishonors themselves through later actions to the detriment of Spiritus.
The revoking authority shall explain their rationale in public.
24. A recipient forfeiting citizenship under the provisions of the Citizenship Act or being stripped of it as a criminal sanction also forfeits all honors under this Act. If the predicate sanction is lifted, in the absence of a judiciary, the Legislature shall determine by resolution which awards, if any, are to be reinstated.
New awards
25. The Legislature shall create new honors only by amending this Act.
26. Only the Legislature shall establish higher honors. Other branches of the government are free to establish additional lesser honors, to which the provisions of this Act then apply.
