Section 4 of The Constitution of Spiritus defines the Office of Delegate as follows:
Although it is not explicit in the Constitution itself, the term "World Assembly Delegate of Spiritus" quite obviously refers to the in-game position of World Assembly Delegate for the region of Spiritus. Inherent in that office can therefore only be those powers which can be executed in the game, that is to say functions which are contained in the game code.
The Partnership for Sovereignty is not a concept within the game of NationStates itself, but rather an additional construct conceived by the players thereof. Naming the delegation to the Partnership for Sovereignty is not a function in the game code and cannot be executed in the game itself. As such, it cannot be a power inherent in the office of World Assembly Delegate of Spiritus.
Absent any legislation on the matter, the power to name the delegation to the Partnership for Sovereignty defaults to the Chief Executive.
