Mister Chief Executive,
the legislature has voted unanimously to amend the Treaties Act. The amendment is printed below for your convenience and is hereby presented for your executive approval or veto.
Treaties Act
Title
1. This act shall be cited as the Treaties Act.
Definition
2. A treaty shall be defined as a written agreement between the region Spiritus and another region of NationStates.
Enacting a Treaty
3. The Chief Executive shall present the final draft of a treaty, or amendment to an existing treaty, to the Legislature and will be automatically invited to participate in the discussion therein.
4. The Legislature shall debate the content and/or merit of the treaty or amendment for no less than three (3) days.
5. (a) Once the debate has been concluded, the Legislature may accept the treaty or amendment with a simple majority vote.
(b) Should the Legislature reject the treaty or amendment, the Legislature must present its reasons for doing so to the Chief Executive.
6.
(a) If the total number of signatory regions including Spiritus is four (4) or less, the Chief Executive of Spiritus and a representative from each other signatory region must sign the treaty.
(b) or, if the total number of signatory regions is greater than four (4), the Chief Executive of Spiritus and a single selected representative representing all other signatory regions will be required to sign, and in their signature mention all regions that representative is representing.
7. As soon as the required signatures are present, the treaty will be officially recognized by the region of Spiritus.
Removing a Treaty
(a) The terms as outlined in the treaty have been breached by either party subject to the treaty, or
(b) The Legislature passes a majority vote in favor of ending a treaty, and the Chief Executive signs a "Notice of Annulment" presented by the Chair Potato.
