The petitioner Feirmont has asked the court to address the following question, with regard to the ratification of treaties: "Does having the signing ceremony outside of the Spiritus forum still fulfill the ratification requirements as stipulated by the Treaties Act?"
Petitioner Feirmont and the Attorney General are both invited to submit briefs, as is the Foreign Potato Affairs. Any others who wish to may submit an amicus curiae brief in the Courtroom Gallery.

Brief for Spiritus as Amicus Curiae
We wish to note two things. First, the text of the Treaties Act states only that there must be "a ceremony celebrating the friendship between all signatories of the treaty." 1 While it provides a requirement regarding the form that signatures of a treaty must take, it provides no other descriptions nor requirements for such a ceremony. Second, the area of foreign affairs is one in which discretion has rested broadly with the Executive, unless it is expressly stated otherwise. 2The Government thanks the Court for its time. Advisory Opinion 007 - Treaty Signing Ceremonies Ltin, Magistrate Judge: I would like to thank the petitioner Feirmont for their question, and the Attorney General for their brief. The Attorney General is correct in as much as a plain text reading of the Treaties Act places few restrictions on the Chief Executive with regard to holding signing ceremonies. The few requirements it does prescribe merely dictate who should participate, and that the ceremony must be held in the first place. No requirement on a particular location is prescribed, and as such the signing ceremony may be held wherever the Chief Executive desires. However, it would be wise to consider the practical implications of holding a signing ceremony off-site: it's much harder to, as a citizen of Spiritus, determine that one has occurred. The signing ceremony is not merely ceremonial. It serves a functional purpose, namely the formal recognition of a treaty by Spiritus. For this reason, it would be wise for the Chief Executive to take steps to publicize that a signing ceremony has occurred. This is not a legal requirement and failure to do so is not illegal, but it may invite unnecessary legal challenges. That is not to say that I believe it to be a bad idea to hold off-site signing ceremonies. Rather, I merely advise the Chief Executive that those within Spiritus be informed when a signing ceremony occurs outside of Spiritus.
